The left gear is the driver one. It has an electric dipole that causes it to rotate in the electric field. The other two gears do not have electric dipoles. The three red dots are markers that will help you tell the motion transmission --- they have no physical implication. Some friction force is applied to damp the system, so you will observe that the gears will not rotate to the original position after some time.
