Energy transfer between two wheels through a chain

An upward electric field is applied to drive the upper wheel through pushing the two oppositely charged particles of it in opposite directions (mimicking an electric motor). The energy of the upper wheel is then passed through the chain to the lower wheel, causing it to rotate as well. Note that the upper wheel's rotation reverses after the charges swap position and the electric force starts to act against the rotation in the original direction.
